The least price is .... zero. GIMP (Graphical Image Manipulation Program) is open source, used for years on Linux, now available for Windows.

You will probably need to install GTK Runtime, which you can also do from there.
You may not find it as easy to use as PhotoShop Elements or Jasc's Paint Shop Pro, but it can do virtually everything that they can.What is the price of the least expensive Paint shop pro or Photoshop program?
